The powerhouse back touched down in either half to fire Steve Jackson's side to a 34-9 victory in Kumagaya, with Chris Vui captaining his side and Jordan Lay featuring off the bench.
Leiua made 163 metres and beat 10 defenders, as well as providing an assist for Ed Fidow, in a sensational display from the Bears wing.
Samoa survived being reduced to 13 men for almost 10 minutes in the first half after yellow cards for Rey Lee-Lo and Motu Matu'u for high tackles.
Ed Fidow (two), Lee-lo and Alapati Leiua also crossed for tries as the Samoans opened their tournament account with a win.
